11. Completions and commissioning management (CCM)

CCM is the verification of construction activities and preparation of the plant for final acceptance test (FAT). CCM is part of the project quality control management, it has well defined targets.

  1. procured equipment and instrumentation conformity check
  2. commissioning planning and safety area classification
  3. equipment assembly and installation inspection
  4. pressurized parts fluid leakage test
  5. tracking for flushing and cleaning of piping, vessels and tanks
  6. instrument calibration and equipment functional test
  7. alarms and interlocks test
  8. inspection and test certificates registration
  9. troubleshooting tracking
The pressure and functional tests shall be defined before starting detail design phase as they may additionally require installation of blinds on piping and vessels, provision of the overflow capacities and isolation valves. All these items shall be shown on P&ID.
The procedure for the pressure or functional test shall at minimum include
  1. the scope description of instruments engaged in the test,
  2. the valve and blind positions (open or closed) during the test,
  3. the data acquisition details,
  4. and the acceptance criteria.
Because the instrument calibrations, pressure tests, functional tests and alarm and interlock tests are recurring activities over the entire life of the plant, they shall be designed not to affect the overall availability of the plant.
Ideally the test subsystems shall be autonomous and independent of each other allowing for concurrent test execution.
The client shall be convinced that the in-built test procedures cover all life-endangering and the most mission-critical equipment and instrumentation. The said procedures shall be approved by the client before the detail design commencement.
In practice at least half of the inspections and tests are outsourced to experienced subcontractors. In such cases detailed checklist or execution procedure is not needed: it is replaced with the certificate of compliance issued by the subcontractor upon the test or inspection completion.
